Most of the Atlanta area is in a double exclusion zone where full-service FM is not available on either Bands 5 or 6.
There is a small area to the north of the Atlanta metro area which is outside of the Channel 6 exclusion zone and therefore lower powered full-service allotments are available in that area. Full-service in this area is extremely restricted to minimal Class A facilities and directional antennas. No real coverage into the Atlanta metro area.
LPFM is available on a very limited basis in Band 5. LPFMs must protect WJSP-TV Columbus, GA.
LPFM is more widely available on Band 6. Protections are required to three full-service TV stations, WVUA, Tuscaloosa, AL, WABW-TV, Pelham GA and WCES-TV, Wrens, GA.
WTBS-LD is a Channel 6 LPTV station operating a FM6 Spanish language service. WTBS-LD would be displaced and a Class C2 commercial allotment could be created on 87.7 with restrictions on the antenna used in order to protect the various full-service Channel 6 TV stations that are fully protected under the WIDE-FM plan.
